What is PPPK? 

PPPK is an ASN appointed based on a work agreement for a certain period of time. This status is different from civil servants who are ASN employees with permanent employment status.

The PPPK work agreement period is a minimum of one year. Thus, PPPK is not an ordinary honorary employee. PPPK is part of ASN which has rights and obligations based on statutory regulations.

What is Part-Time PPPK?

Part-Time PPPK is an ASN scheme introduced by the government in order to organize non-ASN employees as well as meet staff needs in government agencies.

In the initial scheme, the government explained that the Part-Time PPPK procurement was intended, among other things, for non-ASN employees who had taken part in the 2024 ASN selection stages but had not been able to fill in the available formations. Proposals still consider organizational needs and agency budget availability.

These provisions were then strengthened through PermenPANRB Number 9 of 2026 concerning Government Employees with Part-Time Work Agreements, which came into effect on 26 June 2026.

These regulations regulate various things, starting from procurement, work agreements, rights and obligations, dismissal, to the transfer of Part-Time PPPK to PPPK.

Difference between Part-Time and Full-Time PPPK

The difference between Part-Time PPPK and Full-Time PPPK does not only lie in the duration of work. There are several aspects that need to be considered.

1. Lifting scheme

Full Time PPPK is appointed to meet the needs of ASN based on the formation determined by the government agency.

Meanwhile, Part Time PPPK has its own procurement mechanism. This scheme is part of the non-ASN employee management policy and its implementation takes into account organizational needs and the agency's budget capabilities.

This means that Part-Time PPPK is not just Full-Time PPPK whose working hours are reduced. This scheme has its own legal basis and procurement mechanism.

2. Working time

Full Time PPPK carries out work according to the provisions of ASN working hours and agency needs.

Part-time PPPK work hours are determined based on the work agreement and agency needs.

Therefore, certain figures cannot immediately be used as a universal benchmark for all Part-Time PPPK. Working time provisions need to be seen based on the work agreement and regulations that apply to each agency.

3. Income

Full Time PPPK income follows ASN salary provisions based on the class and position concerned.

Meanwhile, Part-Time PPPKs receive wages in accordance with applicable regulations taking into account the capabilities or budget availability of government agencies.

Thus, the nominal income of Part-Time PPPK cannot be generalized to all agencies or all employees.

4. Employment agreement

Both Part-Time PPPK and Full-Time PPPK have an employment relationship based on a work agreement.

However, Part-Time PPPK has special provisions as regulated in PermenPANRB Number 9 of 2026.

Therefore, the duration of the employment agreement should not be generalized. Provisions regarding work periods need to refer to the work agreement and applicable regulations.

Can Part-Time PPPK Become Full-Time PPPK?

PermenPANRB Number 9 of 2026 regulates the transfer of Part-Time PPPK to PPPK.

However, this provision does not mean that all Part-Time PPPKs automatically change to Full-Time PPPKs. Transfers still depend on applicable regulations, organizational needs, budget availability, and requirements set by the government.

Therefore, information that states that all Part-Time PPPK will definitely be appointed as Full-Time PPPK in a particular year needs to be checked based on the latest regulations.

Can Part-Time PPPK Become a Civil Servant?

PPPK and PNS are two types of ASN employees with different statuses.

PPPK does not automatically turn into a civil servant just because they have worked for a certain period of time. Procurement of civil servants has its own mechanisms and requirements in accordance with statutory provisions.

Thus, the status of Part-Time PPPK remains different from PNS. Likewise, the change in status from PPPK to PNS does not take place automatically.

Part Time PPPK Position Type

In the government's explanation regarding the Part-Time PPPK scheme, positions that can be proposed include a number of fields, including teachers, health workers, as well as various technical and operational service positions.

The latest provisions also cover non-managerial positions such as teachers, lecturers, health workers, as well as a number of operational service positions according to agency needs and applicable regulations.

Comparison of Part-Time and Full-Time PPPK

The differences between Part-Time PPPK and Full-Time PPPK mainly lie in the procurement scheme, working hours, income, work agreements, and personnel management mechanisms.
